RELATING TO ENERGY EFFICIENCY.

Allows for the installation of certain energy-efficient technologies on any privately owned single-family residential dwelling or townhouse, with limited restrictions. Requires private entities to review, and if necessary, change rules to allow for the placement of those technologies. Effective 7/1/2050. (HD2)

RELATING TO HEALTH.

Requires public schools, private schools, and public charter schools to have an employee trained to administer seizure disorder rescue medication. Exempts schools that do not have a student with a seizure disorder. Requires a seizure action plan for every diagnosed student and distribution of the plan to employees charged with supervising the student. Requires all principals, guidance counselors, and teachers to perform selfreview of seizure disorder materials annually.

RELATING TO AGRICULTURE.

Clarifies that "customary and traditional subsistence farming", which is customary and traditional subsistence farming conducted by a native Hawaiian cultural practitioner in certain situations, is included as a protected activity under the Hawaii Right to Farm Act. Clarifies that the cultivation of crops and activities related to game, fish, and livestock on agricultural lands may be for economic use or customary and traditional subsistence farming. Provides that one of the State's policies under the Hawaii State Planning Act's agricultural objectives is to assure the right of native Hawaiian cultural practitioners to engage in customary and traditional subsistence farming for direct personal or family consumption. RELATING TO HUMAN TRAFFICKING.

Establishes a statewide coordinator and program overseen by the department of the attorney general to provide services and assistance to commercially sexually exploited children and victims of human trafficking. Requires the attorney general to submit annual reports to the legislature. Requires the children's justice program to coordinate the investigation and case management of child human trafficking cases, including cases involving the commercial sexual exploitation of children. RELATING TO FEDERAL LANDS.

Establishes within the department of land and natural resources a Makua Valley task force to prepare for the transition of the management of the Makua military reservation from the United States Army upon the expiration of the Army's lease for the land. Requires a report to the legislature.

RELATING TO INTOXICANTS.

Amends the sentencing requirements for the offense of operating a vehicle under the influence of an intoxicant to require forty-eight hours of community service work.

RELATING TO MINORS.

Raises the minimum age to marry from 16 to 18 years of age. Provides that minors may not marry, even with parental or judicial consent. Requires family court judges to declare marriage contracts void on the grounds that one or both parties had not attained legal age at the time of marriage. Removes spousal cohabitation after the parties attained legal age as an exception for an annulment on the grounds that at least one of the parties was not of legal age at the time of the marriage. Allows a court to order the complete or partial emancipation of a minor under certain circumstances. Makes conforming amendments.
