Provides Hawaiʻi residents with the option of paying for the registration of their motor vehicles and associated taxes and fees on a biannual basis. Restricts the amount of delinquency tax due to the current tax due plus one year. Removes language allowing storage costs and costs incident to seizure of a vehicle from inclusion in the amount the owner of a vehicle must pay in order to redeem the vehicle after seizure.
Appropriates funds to the Department of Hawaiian Home Lands to further reduce its homestead program applicant waitlist.
Requires the mayor of each county to appoint, and the county council or city council to confirm, a county medical examiner. Provides that the medical examiner for each county shall serve as the county's coroner. Makes conforming amendments. Appropriates moneys to the counties of Maui, Hawaiʻi, and Kauai for the establishment of county medical examiner positions. Declares that the appropriations exceed the general fund expenditure ceiling for 2024-2025.
Establishes a plan for the use of generative artificial intelligence in state agencies, departments, and government branches. Requires the Office of Enterprise Technology Services to carry out risk assessments and to prepare guidelines for state uses. Requires reports to the Legislature.
Requires the department of labor and industrial relations to establish and administer a family leave insurance program. Provides family leave insurance benefits and extends the period of family leave to 16 weeks for businesses that employ one or more employees who meet the hourly qualifications. Eliminates the previous threshold of 100 employees for employers to be subject to the family leave law. Appropriates funds.
Requires and appropriates moneys for the Department of Transportation to re-establish and operate the Ellison Onizuka Space Center. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.
Increases the monthly needs allowance from $50 to $75. Clarifies that the needs allowance is not intended to replace or affect funds received from the federal supplemental security income program. Requires certain long-term care facility operators to pay for generic toiletries, linens, and meals and snacks. Requires the department of human services to perform an annual review of the needs allowance. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds.
Requires certain employers in the State to offer reproductive loss leave for employees.
Requires the judiciary or supporting agencies to establish and support a program for restorative justice in each county and inform various criminal justice representatives of the existence of the program. Appropriates funds for the establishment of one program and one position in each county.
