RELATING TO HOUSING.

Conditions the authority of a county whose population is greater than five hundred thousand to exercise state housing powers upon a county's continued compliance with provisions regarding the acceptance of the dedication of infrastructure and public highways in affordable housing developments. Amends various provisions relating to the dedication of infrastructure to a county. (SD1)

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR AFFORDABLE HOUSING.

Authorizes, and appropriates funds for, the issuance of general obligation bonds into and out of the rental housing revolving fund for low-income rental housing projects or units that are allocated low-income housing tax credits and developed for families and individuals who meet certain eligibility requirements. RELATING TO THE RENTAL HOUSING REVOLVING FUND.

Allows the Hawaii housing finance and development corporation greater flexibility to use the funds in the rental housing revolving fund for necessary expenses in administering the corporation's housing finance programs. Effective 7/1/2050. (HD1)

RELATING TO EDUCATION.

Beginning 1/1/2024, authorizes public schools and public charter schools to have an employee trained to administer or assist with the self-administration of seizure disorder rescue medication, with certain exemptions. Authorizes all principals, guidance counselors, and teachers to perform an annual self-review of seizure disorder materials. Allows a seizure action plan for every diagnosed student to be established and distributed to employees charged with supervising the student. Appropriates funds. Effective 7/1/2051. (HD2)

RELATING TO DRIVER'S LICENSES.

RELATING TO RURAL DISTRICTS.

Authorizes the counties to adopt ordinances that allow up to one dwelling per quarter-acre in rural districts; provided that the dwellings are consistent with the county general plan and community development plans. Effective 7/1/2050. (HD2)

RELATING TO HOMELESSNESS.

Establishes the long-term rental assistance pilot program for kupuna to be administered by the Hawaii public housing authority for individuals who are sixty-two years of age or older and are homeless or at imminent risk of becoming homeless. Appropriates funds. Effective 7/1/2050. (HD1)
