Requires the Department of Agriculture to create a dollar-for-dollar matching program for beneficiaries of the federal Supplemental Nutrition Assistance Program who use their benefits to purchase Hawaii-grown produce. Appropriates funds. (HB262 HD1)
Requires the Department of Transportation to conduct a study that reevaluates the costs and feasibility of constructing a zipper lane along the H-1 freeway in the westbound direction for use during the afternoon hours.
Establishes and designates ‘awa, made from the plant roots of Piper methysticum, as the official beverage of the State.
Increases the state tax credit for renters earning less than $60,000 per year and links future increases to the Consumer Price Index. Makes Hawaii's earned income tax credit refundable. Increases the state food/excise tax credit by specified amounts and links future increases to the Consumer Price Index. Minimizes the adverse budgetary effect of increasing tax credits for working families by raising income taxes for high-income taxpayers.
Requires the Department of Hawaiian Home Lands to conduct a study on the issue of Hawaiian Home Lands lessees selling or transferring their leases for a fee or other personal gain and then applying for a subsequent lease and submit a report of the findings and recommendations of its study, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2020. Creates an International Moon Base Alliance Committee in the Office of Aerospace Development to provide recommendations and guidance for the establishment of an evolvable lunar architecture on the Island of Hawaii. Requires health care providers to obtain informed consent in writing from a person before administering a vaccination. Establishes requirements for obtaining informed consent.
Makes an appropriation to the University of Hawaii to offset the cost of mandatory student fees that go to transportation benefits.
Amends the definition of provider agency for homelessness services to include nonprofits that accept funds without a contract. Requires annual reports of providers' effectiveness.
