RELATING TO THE PM ZIPPER LANE.

Requires the Department of Transportation to conduct a study that reevaluates the costs and feasibility of constructing a zipper lane along the H-1 freeway in the westbound direction for use during the afternoon hours.

RELATING TO PHASING OUT FOSSIL FUELS.

Requires electric utility companies to have a greenhouse gas neutral electricity portfolio by 12/31/2029. Requires the public utilities commission to evaluate the progress of achieving greenhouse gas neutrality and impose penalties for failure to meet the portfolio standard.

RELATING TO STANDARDIZED TESTING.

Limits DOE to administering only those standardized tests required by federal law. Requires DOE to provide notice to students and parents or guardians of the opportunity to opt out of standardized tests.

RELATING TO TAXATION.

Increases the state tax credit for renters earning less than $60,000 per year and links future increases to the Consumer Price Index. Makes Hawaii's earned income tax credit refundable. Increases the state food/excise tax credit by specified amounts and links future increases to the Consumer Price Index. Minimizes the adverse budgetary effect of increasing tax credits for working families by raising income taxes for high-income taxpayers.

RELATING TO SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM INCENTIVES.

Requires the Department of Agriculture to create a dollar-for-dollar matching program for beneficiaries of the federal Supplemental Nutrition Assistance Program who use their benefits to purchase Hawaii-grown produce. Appropriates funds. (HB262 HD1)
