RELATING TO TAX CREDITS.

Increases the amount of tax credit allowable for household and dependent care services from $2,400 to $4,800 for a qualifying individual and from $4,800 to $9,600 for two or more qualifying individuals.

RELATING TO ECONOMIC RECOVERY FOR RESTAURANTS.

Until 7/1/2026, allows restaurants to apply a restaurant service surcharge for the sale of food or beverage services, the revenues of which shall be used exclusively by the restaurants for economic recovery from COVID-19 impacts. Authorizes establishments with a class 2 restaurant liquor license to allow the consumption of liquor anywhere on the premises, including the restaurant's outdoor property and sell liquors in their original packages for pick up, delivery, take out, or other means for off-premises consumption.

RELATING TO ELECTRONIC SMOKING DEVICES.

Makes unlawful the sale of flavored products for electronic smoking devices, mislabeling of e-liquid products containing nicotine, and sale of tobacco products other than through retail sales via in-person exchange. Establishes penalties. Includes e-liquid and electronic smoking devices in the definition of "tobacco products" for purposes of the cigarette tax and tobacco tax law. Increases the license fee for wholesalers and dealers of tobacco products and retail tobacco permit fee. Requires retailers to pay an additional excise tax on the retail price of electronic smoking devices on and after 7/1/2021. Directs a certain percentage of moneys received from the cigarette tax and tobacco tax to the Hawaii tobacco prevention and control trust fund to establish and fund a comprehensive youth tobacco cessation program. Requires a person under twenty-one years of age who unlawfully purchases or possesses tobacco products, including electronic smoking devices, to complete a tobacco education or use cessation program or perform community service for a first offense. Repeals the electronic smoking device retailer registration unit. Repeals provisions relating to delivery of sales under the cigarette tax and tobacco tax law.

RELATING TO FIREWORKS.

Requires the harbors division of the department of transportation to inspect shipments landing at a commercial harbor within the division's jurisdiction and originating from a geographic location that is known to manufacture, use, or export aerial fireworks. Requires the harbors division to use specialized canine units to perform these inspections. Appropriates moneys.

RELATING TO THE ENVIRONMENT.

Requires the chairperson of the board of land and natural resources to establish a task force to make recommendations on how to allow public and private employees to work at least one day a week to protect the environment, reduce wear on infrastructure, decrease traffic congestion, and reduce motor vehicle accidents.

RELATING TO HISTORIC PRESERVATION.

Amends the definition of "historic property" to mean a building, structure, object, district, area, or site that is over 100 years old. Limits the applicability of section 6E-42, Hawaii Revised Statutes, which requires review of certain proposed projects, to privately-owned single-family detached dwelling units and townhouses that are over 100 years old and meet other statutory criteria.

RELATING TO MEDICAID BENEFITS.

Appropriates funds to restore diagnostic, preventive, and restorative dental benefits to adult medicaid enrollees, provided the department of human services obtains maximum federal matching funds available and purses all funding sources, including private grants, prior to expending any general fund appropriations.

RELATING TO GREEN FEES.

Establishes an environmental surcharge on visitor accommodations. Establishes the green tourism special fund to invest in the State's transition to a clean energy economy, conservation of natural resources, and sustainability and resiliency.

RELATING TO THE CLEAN WATER ACT.

Beginning 1/1/2031, prohibits underground injection unless authorized by a National Pollutant Discharge Elimination System permit obtained from the director of health.
