Provides students access to nonpublic schools through school choice scholarship program, which provides grants to eligible entities to allocate funds to eligible students for enrollment in nonpublic schools based upon financial need.
Establishes the State Chief Operating Officer to assist the Governor in developing and recommending policies beneficial to businesses and to increase economic development.
Establishes certain parental rights. Prohibits the State and counties from enacting any rules, regulations, or laws that infringe upon these parental rights.

Amends the motion picture, digital media, and film production income tax credit by requiring the department of business, economic development, and tourism to publish on its website the names of the qualified productions and the amount of the tax credits certified per qualified production per filing year.
Requires the Office of Hawaiian Affairs to establish and maintain Hawaiian cultural centers within the State. Requires the Office to submit reports to the Legislature regarding the Office's compliance with this Act. Appropriate moneys for the planning and design of the first Hawaiian cultural center.
Proposes a constitutional amendment to limit the terms of members of the legislature to a maximum of twelve years in the house of representatives or senate, or both, for terms beginning on or after the general election of 2024, with a grandfather clause for those in office who have already met the limit.
