Appropriates funds for three areas of Mental Health Crisis Response: Increased funding for 988 Hawaii CARES, creates a position for a statewide crisis mobile outreach coordinator with the goal to have statewide response 24/7, funding to increase mental health crisis stabilization bed capacity in all counties.
Prohibits social media platforms from engaging in censorship of candidates for elected office and other users.
Requires the mayor of each county to appoint, and the county council or city council to confirm, a county medical examiner. Provides that the medical examiner for each county shall serve as the county's coroner. Makes conforming amendments.

Prohibits the performance of gender reassignment surgeries on minors. Establishes a Class A felony for those who perform gender reassignment surgeries on minors.
Amends the taxes withheld on the amount realized by nonresidents from the disposition of Hawaii residential real property from 7.25% to 75%. Applies to real estate dispositions that occur on or after 9/15/2023.
Prohibits the ownership of holding of real estate interests in land within two miles of federal land by foreign individuals, entities, or governments. Institutes a reciprocal ban on foreign individuals, entities, or governments where Americans are forbidden from owning real estate abroad.
