Takes effect only upon ratification of constitutional amendment requiring the election of the Sheriff as the single executive of the Department of Law Enforcement. Effective 1/1/2025, amends elections law to accommodate the election of the Sheriff. Effective 12/1/2026, makes statutory amendments to make administrative changes to the Department.

Eliminates state taxes on gasoline and diesel fuel for motor vehicles.
Prohibits certain foreign parties from owning, purchasing, or acquiring an interest in agricultural lands. Establishes an Office of Agricultural Intelligence within the Department of Agriculture to investigate claims that land is unlawfully owned by a prohibited foreign party. Requires the Attorney General to undertake enforcement activities. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.
Eliminates the income tax for single and heads-of-household filers making less than $20,000 a year or $40,000 a year for joint filers and scale low- and middle-income tax rates more slowly.
Establishes the Onipaʻa Teacher Bonus Program to address teacher retention and award teachers for outstanding and extended service in the state department of education.
Reduces the tax rate by fifty per cent for all tax brackets except the highest four.
Prohibits parking of motor vehicles on the grounds of Iolani Palace. Requires DAGS to remove the blacktop, parking area, and paid parking adjacent to Iolani Palace. Requires DLNR to develop and maintain a pedestrian area adjacent to Iolani Palace. Requires DAGS and DLNR to report on cost analysis.
Amends the definition of "imminent harm" in the Child Protective Act. Clarifies the due process required for child removals, including removals by a police officer without a court order.
Amends provisions relating to criteria in family court determinations regarding custody and visitation rights. Clarifies that no court shall consider a parent's affirmation of their child's gender identity or expression in a custody determination.
Requires schools maintain AEDs for all sporting events. Mandates AED and CPR training for certain school officials. Appropriates funds exceeding the expenditure ceiling.
