Creates the offense of urinating or defecating in public. Provides penalties for public urination or defecation. Requires mental health evaluation and supportive services for a homeless person arrested for urinating or defecating in public places.

Proposes to amend the Constitution of the State of Hawaiʻi by: (1) Providing that the Department of Law Enforcement shall be headed by an elected Sheriff; (2) Applying to the Sheriff the same constitutional impeachment and removal provisions that apply to the Governor and Lieutenant Governor; (3) Providing that vacancies shall be filled as provided by law; and (4) Removing the Department from the supervision of the Governor.
Generally prohibits the removal of minerals from the seabed in all state marine waters. Prohibits the issuance of permits for the mooring, docking, or operation of any vessel designed or intended for removal of minerals from the seabed. Provides for exceptions relating to beach replenishment, research purposes, and native Hawaiian cultural practices.
Increases the capital gains tax for nonresident and foreign taxpayers. Increases the alternative capital gains tax for corporations for nonresident and foreign corporations.
Provides that a project may not proceed under an emergency proclamation relating to housing or affordable housing if that project includes any construction, development, redevelopment, or adaptive reuse that results in a new luxury housing unit or the conversion of an existing residential unit to a luxury housing unit.
Imposes new security requirements for voting systems. Deems as election fraud certain acts relating to the provision of valuable consideration, including gifts and loans, for the purpose of bribery; election tampering; and security breaches. Appropriates moneys for video security surveillance recording equipment for the state's voting system. Declares that the appropriation exceeds the state general fund expenditure ceiling for fiscal year 2024-2025.
Prohibits foreign principals from acquiring real property in the State or any interest in real property in the State, except a de minimus indirect interest. Defines foreign principal. Requires a foreign principal that owns real property that was acquired before this measure's effective date to register the ownership with the Attorney General. Requires a buyer of real property to provide a signed affidavit attesting that the buyer is not a foreign principal. Authorizes the forfeiture of real property or an interest in real property that is owned or acquired unlawfully. Establishes penalties. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025. Appropriates moneys.
Appropriates funds for capital improvement projects for the benefit of the Forty-second Representative District. Appropriates funds exceeding the expenditure ceiling.
Establishes fines for any person who sets off fireworks without a valid permit and while a red flag warning is in effect.
Establishes a temporary restriction that only current and former residents of Hawaiʻi may purchase residential property. Prohibits real estate brokers and real estate salespersons from buying, offering to buy, or negotiating the purchase of residential real estate for someone who is not a current or former resident without disclosing the temporary restriction. Repeals the moratorium when the Governor's last proclamation on affordable housing expires.
