RELATING TO TELEHEALTH.

Prohibits health insurers, mutual benefit societies, and health maintenance organizations from excluding coverage of a service solely because the service is provided through telehealth and not through face-to-face contact. Requires parity between telehealth services and face-to-face services for purposes of deductibles, copayments, coinsurance, benefit limits, and utilization reviews. Clarifies the definition of "telehealth".

RELATING TO COASTAL PROTECTION.

Authorizes BLNR to lease state submerged lands for private seawalls, with lease rents to be ten per cent of the real property tax assessment. Requires BLNR to adopt rules to limit temporary structures approved under emergency permits for shoreline protection and the stabilization of shoreline erosion to a maximum of three years, after which the temporary structure must be removed, unless BLNR approves the structure as a permanent structure.

RELATING TO THE VENDING FACILITIES PROGRAM.

Allows persons with a mental illness to participate in the vending facilities program. Limits vending facilities owned or operated by persons with mental health disorders to only those state or county public buildings not currently occupied by blind or visually handicapped vendors.

RELATING TO PROCUREMENT.

Implements certain recommendations of the procurement policy review conducted pursuant to House Resolution No. 142, Regular Session of 2016. Requires the state procurement office to submit a report to the legislature regarding its progress in implementing the procurement policy review recommendations. Effective 7/1/2112. (HD1)

RELATING TO HOME-BASED BUSINESSES.

Prohibits planned community associations and condominium associations from banning home-based businesses, with certain exceptions. Effective 7/1/2050. (HD1)

RELATING TO COFFEE LABELING.

Expands the coffee labeling and advertising requirements to include inner packaging or wrapping labels. Requires coffee blend labels to disclose geographic and regional origins with the percent by weight of each origin. Clarifies that the use of the term "All Hawaiian" is prohibited when the coffee product is not produced entirely from green coffee beans grown and processed in Hawaii. Effective 7/1/2050. (HD1)

RELATING TO VIOLATION OF PRIVACY.

Limits the government's use of facial recognition systems, except in certain circumstances. Does not apply to personal use of a privately owned facial recognition system when acting in an unofficial capacity.

RELATING TO LONG-TERM CARE INSURANCE.

Requires the thirty-day lapse or termination notices for long-term care policies to be sent by certified mail, priority mail, or commercial delivery service, or other method of delivery requiring proof of delivery.
