Appropriates funds to increase medicaid payments to eligible health care providers in the State up to one hundred per cent of the current medicare rates. Effective 6/30/3000. (HD1)
Requires the Office of Hawaiian Affairs to establish and maintain Hawaiian cultural centers within the State. Requires the Office to submit reports to the Legislature regarding the Office's compliance with this Act. Appropriate moneys for the planning and design of the first Hawaiian cultural center.

Establishes the prevent suicide Hawaiʻi taskforce within the Department of Health. Requires the task force to make annual recommendations to the Legislature on ways to reduce suicide rates in the State by 25% by 2025. Dissolves the task force on 1/1/2027.
Appropriates funds to the Adult Mental Health Division of the Department of Health to support increased behavioral health crisis stabilization beds. Creates a working group to get county input on possible sites for these crisis stabilization beds. Effective 7/1/2023.
Decreases the tax burden on lower income workers by reducing the income tax rate to zero for all but top brackets of income earned.
Codifies a terminally ill patient's right to try experimental treatment options.
Requires that individuals who first begin employment as a judge, elected official, or legislative officer after 6/30/2023, be subject to the same Employees' Retirement System benefits as other state or county employees who began their employment after 6/30/2012.
Requires the department of accounting and general services to establish a state permit pilot program to process building and infrastructure permits for construction of state-owned buildings, state roads and highways, and other construction on state lands.
