Increases the category of offense for criminal trespass in the first and second degree and criminal property damage in the second, third, and fourth degree.

Requires the department of education to prohibit cell phone use during the instructional day, prohibit student access to social media through the school's internet, and implement a social media education campaign. Creates exemptions for students requiring accommodations, emergency situations, and teacher authorizations.
Establishes an expedited procedure to remove persons from a property who are not tenants or former tenants. Establishes criminal offenses for persons who illegally occupy and damage property, for making a false statement to detain real property, and for fraudulent sale or lease of residential real property.
Establishes a 2-year homelessness sanctuary pilot program, to be administered by the Governor's Coordinator on Homelessness in coordination with the Department of Human Services and the City and County of Honolulu. Directs the Governor's Coordinator on Homelessness to designate a specific location on state or county land for the pilot program, which shall serve as a safe location for homeless individuals and families to reside and access services. Requires the Governor's Coordinator on Homelessness and the coordinator's partner agencies to provide certain facilities and services at the designated location. Requires reports to the Legislature. Sunsets 12/31/2027. Appropriates moneys.
Categorizes electric bicycles into three classes based on speed and operation. Requires electric bicycle manufacturers and distributors to apply a label to each electric bicycle. Authorizes county police to confiscate bicycles for certain offenses. Increases penalty fee paid upon redemption. Imposes a requirement that counties inform individuals of the applicable traffic code, safety information, and penalties for violations at the time of registering a bicycle.
Requires a wireless telecommunications carrier, as a condition for any permit under section 206N-6 or certificate of public convenience and necessity under section 269-7.5, to maintain emergency backup power for a minimum of twelve hours.
Prohibits certain foreign parties or their agents, trustees, and fiduciaries from owning, purchasing, or acquiring an interest in agricultural lands. Establishes an Office of Agricultural Intelligence within the Department of Agriculture to investigate claims that land is unlawfully owned by a prohibited foreign party. Requires the Attorney General to undertake enforcement activities. Appropriates moneys.
Establishes a program that requires property insurers to offer discounts to condominium associations that make certain upgrades or take other specific actions to increase the building's resilience or reduce the association's risk profile. Requires the insurance commissioner to adopt rules to implement the program.
Expands programming and training for the comprehensive offender reentry program under the department of corrections and rehabilitation to reduce the rate of recidivism and increase inmate marketability. Appropriates funds.
Clarifies that a person who uses deadly force in self-defense does not have a duty to retreat if they are in their dwelling or on their property unless they are the initial aggressor. Repeals statutory language that permits a person to use deadly force at their place of work.
