RELATING TO FARMS.

Maddy summaryHB 1417 creates a state income tax exclusion for the first $50,000 of gross income earned by farmers. This directly affects small-scale farmers whose annual farm income falls below $50,000, reducing their state tax burden on that portion of earnings. The bill excludes qualifying farm income from taxable income calculations, meaning farmers would pay no state income tax on the first $50,000 they earn from farming operations. It is scheduled to take effect on July 1, 3000.

REQUESTING THE RECONVENING OF THE WORKING GROUP ESTABLISHED PURSUANT TO HOUSE RESOLUTION NO. 18, H.D. 1 (REGULAR SESSION OF 2024) TO CONTINUE THE EFFORTS TO ADDRESS ISSUES RELATED TO WATER AND AIR CONTAMINATION AND REMEDIATION ARISING FROM THE OPERATION OF THE PUULOA RANGE TRAINING FACILITY.

Maddy summaryHCR 28 is a House Concurrent Resolution requesting the reconvening of a working group established in 2024 (via House Resolution 18) to address water and air contamination concerns from the Puuloa Range Training Facility. The resolution specifies that the group, co-chaired by a state representative and Honolulu City Councilmember, must include the Director of Health and continue work until June 30, 2027. This effort directly affects the Ewa Beach community, which neighbors the Marine Corps facility and faces risks from lead contamination in soil that could impact marine life and residential areas. The resolution does not create new laws but extends a collaborative process to evaluate remediation strategies.

URGING THE STATE FOUNDATION ON CULTURE AND THE ARTS TO ESTABLISH AN ANNUAL FESTIVAL CELEBRATING PACIFIC ISLAND CULTURE AND ARTS.

Maddy summaryHCR 163 is a non-binding resolution urging the Hawaii State Foundation on Culture and the Arts to create an annual festival celebrating Pacific Island cultures and arts. It directly addresses the Foundation (with consultation from other agencies), inspired by the success of the 2024 FestPAC event that drew over 500,000 visitors. The resolution does not create new laws or funding but requests the Foundation establish this recurring event to foster cultural appreciation among Pacific nations. It is procedural in nature, focusing on symbolic recognition rather than policy change.

URGING THE CITY AND COUNTY OF HONOLULU, COUNTY OF MAUI, COUNTY OF HAWAII, AND COUNTY OF KAUAI TO CREATE AND MAINTAIN A COMPREHENSIVE LIST OF HURRICANE REFUGES AND SHELTERS ELECTRONICALLY ACCESSIBLE TO THE PUBLIC.

Maddy summaryThis bill (HCR 164) is a non-binding resolution urging Hawaii's four major counties (Honolulu, Maui, Hawaii, and Kauai) to create and maintain a publicly accessible online list of hurricane shelters and refuges. It requires counties to include specific details for each location, such as address, hurricane rating capability (category 1+), capacity, pet policies, and accessibility accommodations. The resolution also recommends counties collaborate with Hawaii's emergency management agency to develop a statewide list and include disclaimers that shelter availability depends on emergency declarations. The goal is to improve public access to critical, up-to-date shelter information during storm events.
