Rep. David Alcos

Pursuant to a collective bargaining agreement negotiated for Bargaining Unit (5) and subject to the availability of funds, provides annual salary step increases for public school teachers who have completed a year's satisfactory service and comply with specified requirements. Effective 7/1/3000. (HD1)

Creates the offense of urinating or defecating in public. Provides penalties for public urination or defecation. Requires mental health evaluation and supportive services for a person experiencing homelessness who is arrested for urinating or defecating in public places.

Provides that a new certificate of birth issued by the State shall include a designation of the sex of the person born, based on the genitalia of the person. Authorizes amendments of designations of sex on certificates of birth, provided that the birth registrant is an adult, and a new designation is based on the genitalia of the birth registrant, as confirmed by a physician or physician's assistant. Requires certain original certificates to be unsealed and new certificates to be marked as amended with regard to sex designation.

Amends provisions relating to criteria in family court determinations regarding custody and visitation rights. Clarifies that no court shall consider a parent's affirmation of their child's gender identity or expression in a custody determination.

Establishes a 2-year homelessness sanctuary pilot program, to be administered by the Governor's Coordinator on Homelessness in coordination with the Department of Human Services and the City and County of Honolulu. Directs the Governor's Coordinator on Homelessness to designate a specific location on state or county land for the pilot program, which shall serve as a safe location for homeless individuals and families to reside and access services. Requires the Governor's Coordinator on Homelessness and the coordinator's partner agencies to provide certain facilities and services at the designated location. Requires reports to the Legislature. Sunsets 12/31/2027. Appropriates moneys.

Requires state agencies to offer individuals who resigned or were dismissed from employment for not complying with vaccination or testing requirements the option to be reinstated, with back pay, to the position that person held prior to their termination.

Designates the neighborhood commission as the appropriate oversight authority for application of the sunshine law to neighborhood boards. Authorizes neighborhood boards to discuss official government reports without placing it on the agenda, provided that no decision-making can be made.

Amends the Hawaiian Homes Commission Act of 1920, as amended, to authorize the transfer of a living beneficiary's place on the Department of Hawaiian Home Lands' waitlist for any residential, agricultural, or pastoral tract to a qualified application successor who is at least one-fourth Hawaiian, if the beneficiary dies. Effective 7/1/3000. (HD1)

Requires that each county council district feature at least one voter service center for elections. Prioritizes using public schools as voter service centers. Requires the clerk to advertise for volunteers. Requires each county council district to have one voter service center open on election day.
