Establishes the prevent suicide Hawaii taskforce within the Department of Health. Requires the task force to make annual recommendations to the Legislature on ways to reduce suicide rates in the State by 25% by 2025. Dissolves the task force on 1/1/2027.
Requires the state auditor to conduct a performance and management audit of the ten agriculture parks operated by the agricultural resource management division of the department of agriculture.
Establishes the housing assistance program, to be carried out by the housing assistance program coordinator, within the department of human services to provide state grants and rental subsidies to private property owners who set aside, construct, or improve accessory dwelling units on their properties and rent the units to families or individuals who are homeless. Establishes the temporary housing assistance program commission and positions to support the housing assistance program. Appropriates funds. Sunsets 6/30/2029.
Establishes a temporary office of senior citizen affairs in the office of the lieutenant governor. Establishes the kupuna benefits program, to be administered by the office of senior citizen affairs. Establishes a kupuna benefits program tax credit for certain businesses who provide benefits or special privileges to participants of the kupuna benefits program. Appropriates funds.
Appropriates funds for the department of health to reimburse civilian households in Iroquois Point, and any other affected area, for costs incurred due to the 2021-2022 Red Hill water contamination.
Permits the use of a vehicle for the purposes of human habitation in any public parking lot operated by a state department, subject to certain conditions.
Gives authority to the Department of Agriculture to align state hemp production administrative rules with federal law, with regard to exemptions for fiber, fuel, and seed grain hemp crops.
Provides that an employee who earns an hourly wage shall be entitled to one-half hour of a paid break for every eight hours of labor performed within a warehouse.
Requires the Department of Business, Economic Development, and Tourism to develop a program to provide grants to match funds for hotel employees to buy hotels and establish employee-owned hotel cooperatives. Appropriates moneys.
Requires the school facilities authority to, to the greatest extent possible, renovate, improve, and expand existing public school facilities and classrooms to increase pre-kindergarten student capacity, including while expending funds appropriated for fiscal year 2023. Requires the authority to submit a report to the legislature.
