Requires the department of health to provide respite care, paid for by the State, to operators of certain care homes.

By 7/15/2024, requires the counties to adopt ordinances to establish an expedited streamlined permitting process for essential businesses to obtain the building permits needed for the installation of rooftop solar and energy storage systems. Appropriates funds.
Requires the chief election officer to develop and distribute a voter information guide for all candidates running for state office, including candidates running for any trustee position of the office of Hawaiian affairs. Requires the office of elections to submit options for different voter information guides and their respective cost estimates to the legislature before the Regular Session of 2024.
Authorizes the Hawaii paroling authority to award credits to parolees for compliance with the terms and conditions of parole supervision that accordingly reduce the overall term of parole supervision.
