Rep. Bob McDermott

Expands the coffee labeling and advertising requirements to include inner packaging or wrapping labels. Requires coffee blend labels to disclose geographic and regional origins with the percent by weight of each origin. Clarifies that the use of the term "All Hawaiian" is prohibited when the coffee product is not produced entirely from green coffee beans grown and processed in Hawaii. Effective 7/1/2050. (HD1)

Requires the thirty-day lapse or termination notices for long-term care policies to be sent by certified mail, priority mail, or commercial delivery service, or other method of delivery requiring proof of delivery.

Requires the counties to have medical examiners who are licensed physicians and certified anatomic or forensic pathologists. Repeals section providing for coroners.

Removes the cap on the amount that may be claimed per qualified production. Removes the limit for the total amount of tax credits allowed per year for the motion picture, digital media, and film production income tax credit.

Amends the criteria used for admitting an individual for evaluation and care by a psychiatric facility to include individuals having a mental illness that prevents them from seeking adequate shelter. Allows psychiatric facilities to transfer homeless individuals admitted for psychiatric care to homeless facilities under certain circumstances.

Prohibits the eviction of any tenant of Kawaihapai Airfield from being evicted from the airfield until the expiration of the department of transportation and the U.S. Department of the Army's lease, so long as the tenant remains in good standing. Requires the department of transportation to cooperate with any private entity performing an economic feasibility study of Kawaihapai Airfield.

Requires towing companies to release vehicles, without a fee, to an authorized driver if the authorized driver appears at the scene of the towing. Defines "authorized driver."

Requires the department of education to establish and administer a career and technology program that will provide aviation and aviation mechanics education and training to high school students.

Requires and appropriates funds to the department of agriculture to apply to register the term "Kona Coffee Blend" as a geographical indication or a similar intellectual property registration with the United States Patent and Trademark Office. Establishes a surcharge on the sale of certain coffee commodifies to reimburse the general funds appropriated. Requires a roasted coffee or instant coffee to contain at least fifteen per cent coffee by weight from a geographic origin to use that geographic origin in labeling or advertising.

Removes the cap on the amount that may be claimed per qualified production. Removes the limit for the total amount of tax credits allowed per year for the motion picture, digital media, and film production income tax credit. Deducts a percentage to be utilized for motion picture, digital media, and film education development in the State.
