Requires the Department of Transportation to allow its lease with the U.S. Department of the Army to expire on its agreed upon termination date and to not terminate the agreement prior to that date.
Authorizes the Hawaii housing finance and development corporation to reimburse any qualified person or firm for any predevelopment costs of certain affordable rental housing projects. Includes reimbursement for predevelopment costs for certain affordable rental housing projects among the permissible uses of dwelling unit revolving fund and rental housing revolving fund moneys.
Establishes a special intergovernmental task force to eradicate illegal gambling and drug activities and to establish community safe zones across the State. Requires a report to the legislature.
Authorizes the department of business, economic development, and tourism to maintain airfields. Requires the department of transportation to transfer the lease of Kawaihapai Airfield to the department of business, economic development, and tourism.
Authorizes a GET exemption for businesses investing more than $500,000 over a 10-year period and creating a minimum of 50 job positions for the purpose of business development at Barbers Point in the Kalaeloa opportunity zone. Establishes a tax credit for upgrading infrastructure at Barbers Point.
Authorizes recreational athletic venues and cultural activities on existing golf courses within agricultural districts.
Requires the agribusiness development corporation to lease agricultural land under its control at the rate of $1 per year until use of the land has resulted in a profit, at which time an annual supplemental lease rent equivalent to an unspecified percentage of the net profit derived from sales of agricultural products produced on the leased land becomes applicable. Exempts a producer of agricultural products from payment of excise tax on the amounts received from sales of agricultural products produced on the leased land.
Prohibits discrimination by employers based on political affiliation. Prohibits unfair discriminatory practices that deny, or attempt to deny, a person the full and equal enjoyment of the goods, services, facilities, privileges, advantages, and accommodations of a place of public accommodation based on political affiliation.
Adds new sections to the Hawaii constitution. Allows for amendments by initiative to prevail and reserves the powers of initiative and referendum to the people. Provides steps for vote recalls.
Allows home-schooled, high school-age students to participate as unattached competitors in individual sports available to the public school that the student would otherwise be required to attend.
