RELATING TO CLEAN AND RENEWABLE ENERGY JOBS.

Permits the expenditure of funds from the energy security special fund for the creation of jobs relating to clean and renewable energy generation. Requires the Hawaii clean energy initiative program to develop a plan to increase jobs aligned with the State's transition to a clean energy economy. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO VACANT AND ABANDONED RESIDENTIAL STRUCTURES.

Requires counties to expedite demolition permits for vacant and abandoned residential homes. Allows the department of taxation to seek sale of the property through nonjudicial foreclosure of vacant and abandoned residential properties with outstanding recorded state tax liens at any time after establishing vacancy and abandonment. Takes effect on 7/1/2050. (HD1)

RELATING TO LICENSURE.

Permits an applicant for a barber shop license to identify either a licensed barber or a licensed beauty operator to qualify the barber shop for licensure. Effective 7/1/2050. (HD1)

RELATING TO THE CONVEYANCE TAX.

Requires that the certificate of conveyance filed with the director of taxation include the names and addresses of limited liability company officers, directors, and members or managers. Effective 7/1/2050. (HD1)

RELATING TO PUBLIC SAFETY.

Requires a defendant's incarceration history certificate be provided to a court prior to sentencing or resentencing. Requires a court to determine a defendant's credit time, compute the expiration date for a defendant's specified sentence, and include the expiration date in the court's judgment order.

RELATING TO TAX CREDIT FOR ON-SITE EARLY CHILDHOOD FACILITIES.

Establishes an income tax credit for employers who create on-site early childhood facilities. Establishes and appropriates funds for 1.0 FTE on-site early childhood facility coordinator position. Applies to taxable years beginning after 12/31/2020. Takes effect on 7/1/2050. (HD1)

RELATING TO THE DEPARTMENT OF PUBLIC SAFETY.

Requires PSD to establish a mental health first aid training program that provides mandatory eight-hour sessions triennially for law enforcement, correctional officers, and other public safety officials under PSD.
