RELATING TO DISTRICT BOUNDARY AMENDMENTS.

Authorizes the appropriate county land use decision-making authority to determine district boundary amendments involving land areas over fifteen acres but less than or equal to fifty acres, subject to land use commission review and approval. AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR AFFORDABLE HOUSING.

Authorizes, and appropriates funds for, the issuance of general obligation bonds into and out of the rental housing revolving fund for low-income rental housing projects or units that are allocated low-income housing tax credits and developed for families and individuals who meet certain eligibility requirements. RELATING TO EDUCATION.

Requires the DOE to establish and administer the strong students grant pilot program to provide grants for eligible education expenses to eligible students. Requires the DOE to submit progress reports to the legislature prior to the 2023 and 2024 regular sessions. Appropriates funds for the pilot program. Effective 7/1/2051. (HD2)

RELATING TO WATER CONSERVATION.

Creates a nonrefundable water catchment income tax credit for homeowners who install a water catchment system meeting certain requirements on residential property in the State owned by the homeowners. (SD1)

RELATING TO TRAILS.

Appropriates funds for the establishment of a permanent full-time equivalent land and access specialist position and a permanent full-time equivalent abstractor position within the Na Ala Hele program for the protection and expansion of public trail access statewide. RELATING TO THE RENTAL HOUSING REVOLVING FUND.
