Requires the Hawaiʻi Property Insurance Association to offer additional types of homeowners insurance policy options that exclude lava coverage.
Appropriates funds to the Department of Commerce and Consumer Affairs to modernize and expand technology systems and software for new and existing policies and programs in the State.
Requires vehicles to securely fasten loads when at transfer stations, except when actively unloading.
Appropriates funds to the Department of Human Services to achieve the full funding, including estimated payment increases, of Medicaid home- and community-based services.
Beginning on 7/1/2024, requires that the state supplemental payment for type 1 adult residential care homes, licensed developmental disabilities domiciliary homes, community care foster family homes, and certified adult foster homes not exceed $1,136. Beginning on 7/1/2024, requires that the state supplemental payment for type II adult residential care homes not exceed $1,334.
Requires the Office of Enterprise Technology to develop multilingual accessibility standards. Appropriates funds to establish one full-time position to develop multilingual accessibility standards within the Office of Enterprise Technology Services. Declares that the general fund expenditure ceiling is exceeded.
Requires the tuition residency rules for the University of Hawaiʻi to grant the resident tuition fee for enrollment at any University of Hawaiʻi campus, including any community college, to adult or minor students who have obtained a Hawaiʻi high school diploma or equivalent credential and are working toward their first undergraduate degree, under certain conditions.
Requires the department of labor and industrial relations to establish and administer a family leave insurance program. Provides family leave insurance benefits and extends the period of family leave to 16 weeks for businesses that employ one or more employees who meet the hourly qualifications. Eliminates the previous threshold of 100 employees for employers to be subject to the family leave law. Appropriates funds.
Increases the monthly needs allowance from $50 to $75. Clarifies that the needs allowance is not intended to replace or affect funds received from the federal supplemental security income program. Requires the Department of Human Services to perform an annual review of the needs allowance. Appropriates funds.
