Abolishes or reclassifies various non-general funds of the Department of Commerce and Consumer Affairs. Effective 1/1/2050. (HD1)
Establishes the shipping container inspection program and shipping container inspection program special fund. Increases the maximum fine for each violation of the fireworks law. Requires PSD to submit reports to the legislature on implementation of the shipping container inspection program.
Repeals or reclassifies non-general funds of the University of Hawaii pursuant to recommendations of the auditor. Transfers the unencumbered balances of repealed funds to the general fund. Transfers authority to the chancellor of the University of Hawaii at Hilo to expend funds from the conference center revolving fund. Effective 7/1/2060. (HD1)
Establishes the bank of the State of Hawaii working group to propose legislation to establish a state-operated bank of the State of Hawaii. Appropriates funds. Effective 7/1/2050. (HD1)
Authorizes counties to use fireworks license fee revenue to offset costs related to inspecting shipped containers of aerial devices when they are opened.
Establishes a telework tax credit for employers who allow telework for at least thirty per cent of their employees. Applies to taxable years beginning after 12/31/20.
Bans the sale of flavored tobacco products. Prohibits mislabeling of e-liquid products containing nicotine. Establishes fines and penalties for violations. Includes heated tobacco products among the electronic smoking devices that are subject to restrictions under law.
Requires the Hawaii housing finance and development corporation to award funds no later than an unspecified number of days after the deadline to file a consolidated application or no later than an unspecified number of days after the filing of a duly submitted consolidated application if no deadline has been established by the corporation.
Establishes the offense of theft of catalytic converter as a class C felony. Defines "catalytic converter." Requires scrap dealers to follow the same requirements regarding a written statement for the purchase of palladium, platinum, rhodium, and a scrap catalytic converter from which some or all of the catalyst metals have been removed as is required for the purchase of copper, beer kegs, and urns.
Caps the service credit for unused sick leave for employees who become members of the employees' retirement system on or after 7/1/2021 at a maximum credit of ninety days. Specifies that any unused sick leave in excess of ninety days shall be forfeited.
