Requires charter school authorizers to provide a list of approved independent auditors, rather than selecting three independent auditors, from which their respective charter school is to select an independent auditor for its annual financial audit. Effective 7/1/2050. (HD1)
Establishes a federal grant coordinator position within the office of the director of health (HTH 907). Requires the federal grant coordinator to coordinate the planning and preparation of grant proposals for the department of health and the department of human services to ensure that both departments maximize their receipt of federal grant moneys. Requires a purchasing agent to give a preference to an applicant that is a qualified medicaid provider when evaluating competitive purchase of health and human services contract proposals. Specifies that if two otherwise equally qualified applicants are seeking the same purchases of services contract, the purchasing agency shall select the applicant who is a qualified medicaid provider. Requires the department of health to provide an explanation of how providers may capture federal medicaid moneys. Effective 7/1/2060. (HD1)

Changes the age for minors who are in the presence of abuse of family or household member offenses from less than fourteen to less than eighteen years of age.
Reduces the maximum fee a check casher may charge under a payday loan agreement for deferring the deposit of a check from fifteen per cent to seven per cent of the face value of the check.
Establishes a road connectivity task force to assess and identify ways of improving road access in rural areas and in subdivisions with substandard roads. Requires a report to the legislature.
Establishes a regulatory structure for common interest agricultural communities on lands classified as agricultural. Specifies requirements for development, creation, registration, governance, and management of common interest agricultural communities. Requires county approval of proposed common interest agricultural community projects. Prohibits approval for condominium property regimes created under chapter 514B, Hawaii Revised Statutes, on lands classified as agricultural. Effective 7/1/2050. (HD1)
