Establishes a two-year water neutrality turf replacement pilot program in the county of Maui department of water supply to provide financial incentives to replace irrigated turf with turf or other plants that use less water. Requires a report to the legislature by 11/1/2025. Appropriates funds. Effective 6/30/3000. (HD1)
Establishes licensure requirements for school psychologists to be administered by the board of psychology. Requires all school psychologists to be licensed by 7/1/2025. Increases the composition of the board of psychology to include two school psychologists. Effective 6/30/3000. (HD1)
Proposes a constitutional amendment that would: (1) establish local school boards throughout the State to be elected from at least 7 school districts as provided by law; and (2) create an educational standards and accountability commission.
Requires the Department of Education to create and manage a sports league for high school students in West Oahu, to further aid the development of high school students. This league is open to all high school students, regardless of whether the student attends a public, private, charter, or home school.
Establishes a three-year pilot project that authorizes a vehicle with a single occupant to use the zipper lane for a fee. Appropriates funds to the department of transportation for the pilot project.
Exempts foods and medical services products from the general excise tax.
Authorizes raising the building height limit to 400 feet for 2 of the 6 parcels owned by the Office of Hawaiian Affairs in the Kakaako Makai area. Lifts the current restriction against residential development in Kakaako Makai to authorize residential development by the Office of Hawaiian Affairs or by third parties to which the Office of Hawaiian Affairs conveys the parcels. Requires the Office of Hawaiian Affairs and any developer to provide written notice to any tenant or resident of potential aircraft-related nuisances before entering into a lease, and to assess and propose mitigation efforts to address aircraft-related nuisances in development plans and proposals.
Adds specific requirements for sexuality health education programs funded by the State. Requires the Board of Education and Department of Education to collaborate to provide curricula information to the public. Requires students to be excused from the provided instruction upon the written request of the student's parent or legal guardian.
Enables the director of commerce and consumer affairs to license counselors from states which participate in the Counseling Compact.
Decreases the tax burden on workers by reducing the income tax rate by three per cent for all but top brackets of income earned.
