RELATING TO CARDIOVASCULAR SCREENING.

Requires cardiovascular screening for students, including student athletes. Requires the Department of Education, in collaboration with the Department of Health, to distribute educational and informational materials regarding sudden cardiac arrest. Requires the Department of Health to implement policies, programs, training, and continuing education that increase health care provider knowledge of cardiovascular screening guidelines.

RELATING TO TRANSPORTATION.

Authorizes the Department of Transportation to evaluate intersections for the installation of leading pedestrian intervals, accessible pedestrian signals, and other safety improvements, as necessary, at state-owned or operated pedestrian signal heads. Requires the Department of Transportation, in coordination with the counties, to develop a program that allows pedestrians and community members to request the installation of accessible pedestrian signals at specific intersections. RELATING TO DRUGS FOR WEIGHT LOSS.

Requires the Department of Human Services to provide Medicaid prescription drug program recipients with coverage of glucagon-like peptide-1 (GLP-1) drugs for weight loss. Appropriates funds. (HD1)

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS.

Appropriates funds to the Department of Hawaiian Home Lands for certain geothermal resource exploration and development activities and the hiring of consultants. Requires the Department of Hawaiian Home Lands to engage in consultation with beneficiaries of Hawaiian home lands regarding activities funded and to comply with the environmental impact statements law. RELATING TO SPORTS OFFICIALS.

Authorizes the Department of Education to retain private counsel to represent a sports official in certain civil proceedings to obtain a temporary restraining order in response to incidences where the sports official has been assaulted or threatened in the course of legally discharging their sports official duties. Includes substantial bodily injury of a sports official engaged in the lawful discharge of the sports official's duties in the offense of assault in the first degree. Clarifies that a sports official includes a school administrator, league administrator, or athletics director. Clarifies that a sports official's duties cover sports events at public schools and private schools. Effective 7/1/3000. (HD1)

RELATING TO PEDESTRIAN SAFETY.

Clarifies driver's obligations at crosswalks. Requires drivers to stop and remain stopped for pedestrians in crosswalks. Strengthens penalties for traffic violations, particularly in school zones. Creates additional criminal penalties when pedestrians suffer bodily injury. Provides heightened protections for blind and visually impaired pedestrians. Effective 7/1/3000. (HD1)

RELATING TO SCHOOL MEALS.

Beginning with the 2026-2027 school year, requires public charter schools participating in the National School Lunch Program to provide free meals to students whose family income is no more than three hundred per cent of the federal poverty level. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO THE HAWAII CLIMATE INSTITUTE.

Establishes the Hawaii Climate Institute at the University of Hawaii to support climate resilience and adaptation initiatives of the University and the State. Requires a percentage of the revenue generated by any increase to the Transient Accommodations Tax rates beginning on January 1, 2026, and by assessment of the Transient Accommodations Tax on gross rental proceeds derived from cruise fares to be allocated to the University of Hawaii annually to support the programs and operations of the Hawaii Climate Institute. Transfers the International Pacific Research Center of the University of Hawaii at Manoa's School of Ocean and Earth Sciences and Technology to the Hawaii Climate Institute. Appropriates funds. Effective 7/1/3000. (HD1)
