MODERATE
The bill was amended to shift from a mandatory requirement to an authorized evaluation process for installing pedestrian safety features. Instead of automatically installing leading pedestrian intervals and accessible signals at all state-owned intersections, the Department of Transportation is now required to evaluate intersections based on data like crash history and pedestrian volume. Additionally, the bill's effective date was changed to July 1, 3000, and the $1.2 million appropriation for installation was removed.
Scope change
The bill's scope changed from a blanket mandate requiring installation at all state-owned pedestrian signal heads to a targeted approach where the department evaluates specific intersections based on safety data and crash history before installation.
REQUIREMENT

Changed the requirement from mandatory installation of leading pedestrian intervals and accessible signals to authorized evaluation of intersections based on data-driven criteria.

Removed the mandate to install leading pedestrian intervals on at least twenty-five existing intersections annually.

FISCAL

Removed the $1,200,000 appropriation for installing pedestrian signal heads.

TIMELINE

Changed the effective date from July 1, 2026, to July 1, 3000.

ELIGIBILITY

Modified the criteria for intersection evaluation to prioritize those with pedestrian crashes in the last five years rather than a fixed annual quota of twenty-five intersections.
