Amends the rate of the environmental response, energy, and food security tax imposed on petroleum products. Amends the portion of environmental response, energy, and food security tax revenues deposited into the energy security special fund.
Requires the Department of Transportation to allow its lease with the U.S. Department of the Army to expire on its agreed upon termination date and to not terminate the agreement prior to that date.
Authorizes issuance of general obligation bonds and appropriates moneys for capital improvement projects in the 36th representative district.
Requires the harbors division of the department of transportation to inspect shipments landing at a commercial harbor within the division's jurisdiction and originating from a geographic location that is known to manufacture, use, or export aerial fireworks. Requires the harbors division to use specialized canine units to perform these inspections. Appropriates moneys.
Establishes the online early learning program within the Executive office on early learning. Appropriates monies.
Authorizes the department of business, economic development, and tourism to maintain airfields. Requires the department of transportation to transfer the lease of Kawaihapai Airfield to the department of business, economic development, and tourism.
Limits compelled disclosure of sources or unpublished information for journalists, newscasters and persons participating in collection or dissemination of news or information of substantial public interest. Establishes exceptions.
Temporarily reduces employer contribution rates for unemployment insurance. Repeals 1/1/2024.
Establishes a suicide prevention task force to examine, evaluate, and determine methods to reduce suicides within state correctional system.
Prohibits certain discriminatory practices based on an individual's invasive medical test status or vaccination status.
