Requires the interior finishes of any new dwelling unit and common area in buildings that are forty feet in height or greater to be covered with fire retardant coatings.
Requires that revenue estimates provided by DOTAX to the legislature or to any executive or administrative office be accompanied by a description of the methodology used and assumptions made in providing the estimate. Requires that the estimate and description be open to public disclosure.

Establishes the R.E.A.C.H (Resources for Enrichment, Athletics, Culture, and Health) Program to provide a standardized framework and funding for after-school programs in public middle and intermediate schools. Re-establishes eligibility for the Preschool Open Doors Program to indicate that the program shall serve three-year-old children, in addition to four-year-old children. Requires the Department of Human Services to report to the Legislature. Appropriates funds. (HB388 HD1)
Requires the department of health to adopt rules to prohibit: (1) the manufacture and sale of manufactured marijuana products that are shaped to appeal to children; and (2) the use of additives in manufactured marijuana products designed to make the product more addictive or more appealing to minors.
Establishes the Hawaii Creative Industries Advisory Group while retaining the Film Industry Branch and Creative Industries Division of DBEDT. Repeals the Hawaii Television and Film Development Board along with the grant and venture capital programs that were implemented by the Board. Renames the Hawaii Television and Film Development Special Fund as the Creative Media and Film Infrastructure Special Fund. Expands funding sources for the Creative Media and Film Infrastructure Special Fund to support creative industries development within DBEDT. Amends the purposes for which the Creative Media and Film Infrastructure Special Fund may be used. Provides general excise and use tax exemptions for operations and improvements of the Hawaii Film Studio. Requires the University of Hawaii and DBEDT to report to the legislature.
