Requires the DOE to make feminine hygiene products available to students for free on public secondary school campuses. Takes effect on 7/1/2050. (HD2)
Requires the Department of Transportation to conduct a study on the feasibility of a private-public partnership to design, build, and operate an underwater tunnel for vehicle traffic to provide a more direct connection between Ewa and downtown Honolulu along with the expansion of roadways as necessary to maximize use of the tunnel. Appropriates funds. Effective 7/1/2050. (HD1)
Requires a mortgagee to record a writ of possession as soon as practicable in land court or the bureau of conveyances.
Establishes the offense of unlawful shipment of e-liquid products. Includes e-liquid and electronic smoking devices containing e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Allocates a portion of funds collected from excise taxes on tobacco products to health education and prevention programs about the risks and dangers of the use of electronic smoking devices for youth. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. Effective 7/1/2050. (HD1)
Regulates cannabidiol under the department of health to be consistent with the Hawaii Food, Drug, and Cosmetic Act. Allows licensees under the industrial hemp pilot program to market their products to the consumer market in a manner that is regulated and tested for safety, purity, and potency. Effective 7/1/2050. Makes permanent the law exempting the University Laboratory School from the public charter school enrollment policy so that it may conform its student enrollment profile to the standard prescribed by the University of Hawaii college of education in order to meet college's research requirements.
Establishes the quality education special fund to supplement education programs and to be funded by increases to the income tax of corporations and high earning taxpayers.
Clarifies that the Department of Education may construct teachers' housing on a public school campus. Requires that teachers' housing units constructed or acquired on a school campus after 6/30/2020, be rented at a low cost or no cost to new teachers employed full-time at that school.
