Establishes an uninsured motorist identification database program and special fund within the Insurance Division to verify motorist compliance with insurance requirements and reduce the number of uninsured motorists.

RELATING TO TRAFFIC INFRACTIONS.

Prohibits the parking of vehicles in front of a mailbox facing a state highway to which the United States Postal Service delivers mail from Monday through Saturday between 7:30 a.m. and 4:30 p.m. in any county with a population of 500,000 or more.

RELATING TO CANNABIS.

Legalizes the personal use of cannabis for persons twenty-one years of age or older. Requires licensing to operate cannabis establishments. Subjects cannabis establishment to excise taxes. Authorizes the interisland transportation of cannabis. Decriminalizes possession of cannabis. Appropriates funds.

RELATING TO ABANDONED VEHICLES.

Establishes fines for any county that fails to comply with any provision of Hawaii's abandoned vehicles law or any lawful rule adopted by the Director of Finance under the authority of the law. Requires the Department of Taxation to collect and deposit the fines into the general fund.

RELATING TO RESTORATIVE JUSTICE.

Requires the Judiciary to establish a 5-year pilot program for restorative justice. Requires the judiciary to inform various criminal attorneys of the existence of the pilot program. Appropriates funds.

RELATING TO DELAY IN PRIOR APPROVAL FOR MEDICAL SERVICES.

Exempts health care providers from civil liability in the case of the provider's patient receiving any injury or worsening of a health condition while awaiting insurer preauthorization for medical services or treatment.

RELATING TO MENTAL HEALTH.

Restores the categories of "gravely disabled" and "obviously ill" to the criteria for involuntary hospitalization that were deleted by Act 221, SLH 2013. Increases the maximum period of emergency hospitalization from 48 hours to 72 hours.

RELATING TO VOTER REGISTRATION.

Beginning on 1/1/2020, requires that any person who is eligible to vote and applies for a new or renewed motor vehicle driver's license, provisional license, instruction permit, limited purpose driver's license, limited purpose provisional driver's license, limited purpose instruction permit, or identification card shall be automatically registered to vote if that person is not already registered to vote; provided that, upon receipt of notification from the respective county clerk, the applicant shall have 21 calendar days to opt out of automatic voter registration. Appropriates funds.

RELATING TO PUBLIC ACCOUNTANCY.

Specifies who may be granted a temporary permit to practice public accountancy. Specifies the requirements that must be met prior to obtaining a temporary permit to practice. Requires a person to obtain a temporary permit to practice from the board of public accountancy prior to commencing public accountancy services in Hawaii. Specifies a time frame for the temporary permit to practice. Requires persons granted a temporary permit to practice to consent to and certify various obligations, including being under the authority of the board of public accountancy and paying all applicable taxes to the State.
