Requires the Department of Health to promptly send personnel to a source, or immediate vicinity of a source, that is reported to have air pollution and conduct an investigation and tests to determine the validity of the report.
Establishes a non-refundable income tax credit for homeowners who install automatic fire sprinklers or automatic fire sprinkler systems in new detached one- or two-family dwellings in structures used solely for residential purposes. (HB524 HD1)

Requires the Department of Land and Natural Resources to establish the Laniakea Beach Marine Life Conservation District. Prohibits certain ocean recreation activities within the District.
Establishes the teacher home assistance program within HHFDC to provide housing vouchers to full-time DOE teachers (including public charter school teachers) who teach in hard-to-fill schools and whose household income does not exceed eighty percent of the area's median income. (HB649 HD1)
Exempts from the vehicle weight tax a military member who is assigned to a unit outside of the State, is a member in good standing, and claims Hawaii as the member's state of legal residence for purposes of withholding state income taxes from the member's military pay. (HB602 HD1)
Establishes the Alcohol and Drug Abuse Division Special Fund (Special Fund) within the Department of Health. Reclassifies specific low-level marijuana offenses as non-criminal violations subject to a fine, which shall be deposited into the Special Fund for public education and awareness programs aimed at reducing the use of harmful drugs.
