RELATING TO THE EMERGENCY MEDICAL SERVICES SPECIAL FUND.

Amends the Emergency Medical Services Special Fund by authorizing the deposit of revenues from billable emergency medical services. Amends the composition and allowable uses of the special fund. Establishes a cap on the unencumbered and unexpended balance in the special fund. Exempts expenditures from the special fund from chapters 103D and 103F, HRS. Discontinues the allocation of cigarette tax revenues to the special fund beginning 1/1/2027. Effective 7/1/3000. (SD1)

RELATING TO HUMAN SERVICES.

Appropriates funds to the Department of Human Services to issue supplemental contracts to community-based organizations to address increases in costs related to labor, insurance, utilities, rent, and gas. For any multi-year contracts entered into or renewed beginning in fiscal year 2027-2028, requires the Department of Human Services to issue a Request for Information to determine whether any existing contract remains fiscally sound and thereafter determine, with the consent of the contractor, whether a new request for proposals should be issued. RELATING TO PRIMARY CARE.

Establishes the Primary Care Providers Working Group within the State Health Planning and Development Agency to address issues relating to, and develop recommendations for the stabilization of, primary care services in Hawaii. Requires the Working Group to make a report to the Legislature. Sunsets the Working Group on 6/30/2027. Effective 1/1/2050. (SD1)

RELATING TO AQUACULTURE.

Requires the establishment of a biological aquatic risk-based framework for assessment and approval of aquatic livestock importation and movement. Authorizes the Division of Animal Industry of the Department of Agriculture and Biosecurity to adopt rules implementing species risk categorization, tiered biocontainment standards, per-arrival disease testing, and interagency coordination procedures. Establishes an interagency working group. Requires development of species-specific risk matrices, interagency working group coordination with automatic permit approval timelines, and performance accountability. RELATING TO COFFEE PEST CONTROL.

Temporarily reestablishes the Coffee Berry Borer and Coffee Leaf Rust Pesticide Subsidy Program and the program manager position, including the position's civil service and collective bargaining laws exemption. Requires the Department of Agriculture and Biosecurity to report to the Legislature. Appropriates funds for the operation and implementation of the Pesticide Subsidy Program. Effective 7/1/2050. RELATING TO EMERGENCY RESPONSE.

Authorizes licensed paramedics in a county with a population of 100,000 or less to administer buprenorphine after administration of an opioid antagonist in cases of opioid overdoses, under certain conditions. Requires the Department of Health to implement a two-year phased pilot program beginning in one county with a population of 100,000 or less and authorizes expansion of the program statewide as additional treatment resources become available. Requires a report to the Legislature evaluating program outcomes. Appropriates funds. Sunsets 6/30/2028. (SD1)

RELATING TO YOUTH MENTAL HEALTH.

Establishes and appropriates funds for a one-year Digital Youth Mental Health Platform Pilot Project that will enable the Child and Adolescent Mental Health Division of the Department of Health to develop and make publicly available a digital platform designed to help young people address and manage mental health challenges. RELATING TO TRANSPORTATION.

Establishes the Administrative Hearings Division within the Department of Transportation and transfers certain administrative hearing powers to the Division, including matters related to transportation network company permit appeals, automated red light camera and speed enforcement traffic citations, and commercial driver's license appeals. Specifies that a person aggrieved by an administrative decision related to red light camera and speed enforcement traffic citations may petition for judicial review. Allows authorized employees of the Department of Law Enforcement to review images produced by the automated red light camera and speed enforcement systems. Effective 7/1/3000. (SD1)

RELATING TO CESSPOOLS.

PART II: Allows certain extensions of the deadline for cesspool conversions. Establishes a goal for the Department of Health to prioritize the upgrade, conversion, or connection of cesspools that pose the highest risk to human health or the environment. PART III: Authorizes and appropriates funds to the Department of Health to retain qualified consultants as necessary to identify necessary public outreach and education resources and tools and develop a comprehensive public outreach strategy and website to educate property owners and wastewater industry professionals about information and resources regarding the State's cesspool upgrade, conversion, and connection requirements and deadlines. RELATING TO HEALTHCARE PRECEPTORS.

Expands the definitions of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors, including removing "primary care" from the criteria to qualify as a preceptor. Adds dietitians, physician assistants, and social workers to the list of preceptors and eligible students. Expands eligibility for the tax credit to include accredited residency programs that require preceptor support. Adds the Director of Health and representatives of residency programs with eligible students to the Preceptor Credit Assurance Committee. Applies to taxable years beginning after 12/31/2025. Effective 12/31/2050. (SD2)
