Changes the age for minors who are in the presence of abuse of family or household member offenses from less than fourteen to less than eighteen years of age.

Amends the environmental response, energy, and food security tax to address carbon emissions. Establishes a refundable tax credit to mitigate the effect of a carbon emissions tax on taxpayers. Tax credit applies to taxable years beginning after 12/31/2021. Effective 7/1/2050. (HD1)
Extends the date on which the temporary commission on the thirteenth festival of pacific arts shall cease to exist to August 31, 2025. Permits the commission members to discuss matters relating to official board business without regard to chapter 92, Hawaii Revised Statutes, to enable them to perform their duties faithfully. Establishes a road connectivity task force to assess and identify ways of improving road access in rural areas and in subdivisions with substandard roads. Requires a report to the legislature.
Proposes a constitutional amendment that guarantees individuals the right to a clean and healthy environment, including pure water, clean air, healthy ecosystems, and a stable climate, and to the preservation of the natural, cultural, scenic and healthful qualities of the environment. Clarifies that the rights guaranteed may not be diminished by Article XI, Section 9, of the State Constitution. Effective 7/1/2050. (HD1)
Excludes appropriations to the Department of Hawaiian Home Lands for the development of residential buildings from the general requirement that one per cent of capital improvement appropriations for state buildings be transferred to the works of art special fund. Effective 7/1/2065. (HD1)

Allows boards to use interactive conference technology to remotely conduct public meetings under the sunshine law in conjunction with in-person meetings, even when no emergency has been declared by government authorities. Authorizes boards to exclude the public from nonpublic locations, such as homes, where board members are physically present when remote board meetings are held by interactive conference technology. Establishes requirements for the conduct of remote meetings. Establishes a new notice requirement to provide the board's contact information for the submission of written testimony by electronic or postal mail. Amends existing option to hold in-person meetings at multiple public meeting sites connected by interactive conference technology to require termination of meeting only if audio communication is lost and cannot be reestablished within an hour and the board had not provided reasonable notice of how the meeting would be continued. Allows for additional courtesy sites open to the public for remote and in-person meetings held by interactive conference technology. Allows for contact tracing and social distancing during states of emergency caused by contagious diseases. Effective 7/1/2050. (HD1)
Authorizes the counties to reclassify lands fifty acres or seventy-five acres in certain rural, urban, and agricultural districts; provided that a certain percentage of the housing units on the land sought to be reclassified are set aside for persons and families with incomes at or below one hundred forty percent of the area median income. Establishes penalties for violations related to land use commission district boundary amendments. Effective 7/1/2050. (HD1)
Requires the University of Hawaii to include in certain employment agreements that address intellectual property rights a condition requiring the employees to make a good faith effort to sell or license intellectual property to a farmer or agricultural producer within the State prior to selling or licensing the intellectual property to an entity outside the State.
