RELATING TO FENTANYL TEST STRIPS.

Excludes from the definition of "drug paraphernalia", testing products utilized in determining whether a controlled substance contains chemicals, toxic substances, or hazardous compounds in quantities that can cause physical harm or death, including but not limited to fentanyl test strips. Defines "fentanyl test strip". (SD1)

RELATING TO EDUCATION.

Beginning with the 2024-2025 school year, requires the department of education to include financial literacy in the personal transition plan requirement for each student. RELATING TO HISTORIC PRESERVATION REVIEWS.

Authorizes the Department of Hawaiian Home Lands to perform historic preservation reviews of the effect of any proposed project for lands under its jurisdiction except for projects affecting properties listed or nominated for inclusion in the Hawaiʻi register of historic places or the national register of historic places.

RELATING TO THE STATEWIDE TRAFFIC CODE.

Prohibits drivers from operating vehicles with more than four wheels and high-passenger cars in the left-hand lane, or close to the left-hand curb or left-hand edge, of roadways. Exempts drivers operating public transportation vehicles in highoccupancy vehicle lanes or zipper lanes.

RELATING TO SEXUAL VIOLENCE PREVENTION EDUCATION.

Establishes the Erin's law task force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age-appropriate curricula, provide relevant training to teachers and school staff, and inform parents and guardians about important child sexual abuse topics. Requires the Department of Education to establish and implement a systemwide sexual abuse prevention education program at the conclusion of the task force.

RELATING TO DEPOSIT BEVERAGE CONTAINERS.

Requires the department of health to establish a reverse vending machine pilot program to provide grants to deploy reverse vending machines in the State. Allows moneys from the deposit beverage container deposit special fund to be used for grants to deploy reverse vending machines. Effective 6/30/3000. (HD1)
