RELATING TO HOUSING.

Establishes a three-year pilot program which authorizes nonprofit organizations in a county with a population of 500,000 or more to provide shelter to homeless persons, including by hosting temporary encampments on property owned by the organization. Prohibits the host county from enacting ordinances designed to deter the provision of shelter. Limits county liability. (HB2038 HD2)

RELATING TO MEDICAL EDUCATION.

Requires the Department of Health to conduct a study regarding a pilot program to pay for Hawaii residents to attend a college of medicine in the Philippines in exchange for a commitment to practice medicine in Hawaii after graduation. (HB2465 HD1)

RELATING TO SCHOOL FACILITIES.

Requires DOE to conduct a review of all school consolidation studies completed by the Department within the past 10 years to determine whether the findings and recommendations of the studies are still valid, review the feasibility of using the school facilities as sanctuary spaces for vulnerable populations, and report to the Legislature. RELATING TO FILM AND DIGITAL MEDIA INDUSTRY DEVELOPMENT.

Amends Act 143, Session Laws of Hawaii 2017, by providing an additional Motion Picture, Digital Media, and Film Production Tax Credit amount for qualified production costs in a county with a population of 700,000 or less, provided certain hiring criteria are met.

RELATING TO DENTAL HYGIENISTS.

Clarifies the requirements for dental hygienists to practice under the general supervision of a dentist, including requiring that the dental hygienists complete 1 year of employment, complete 4 hours of medical emergency coursework, and retain various certifications and other documents at each office of employment. Requires the supervising licensed dentist to have written emergency protocols and authorization for the general supervision of dental hygienists; to limit the number of generally supervised dental hygienists to 3; and not take a leave of more than 15 days from the office where a dental hygienist practices.

RELATING TO VACCINES.

Exempts from vaccination, revaccination, or immunization requirements of the Department of Health, any person who objects in writing to the requirements due to the person's philosophical beliefs. Replaces the Director of Health's discretion to overcome an individual's objection because of an epidemic with authority to order unvaccinated individuals to self-quarantine at home.
