RELATING TO AQUATIC RESOURCES.

Expands the department of land and natural resources' rulemaking authority to include any rule deemed necessary to protect certain aquatic life. Expands the board of land and natural resources' authority to temporarily adopt, amend, or repeal certain natural resource rules by formal action at a publicly noticed meeting if the board finds that such adoption, amendment, or repeal is necessary to implement effective and adaptive management measures in response to new or previously benign aquatic nuisance species, in light of newly available technology, or in light of newly available data. Creates new fines for violations of rules pertaining to the department's prevention of or response to previously benign aquatic nuisance species. Effective 6/30/3000. (HD1)

RELATING TO AQUATIC NUISANCE SPECIES.

Authorizes the Department of Land and Natural Resources to adopt rules to prevent and respond to the introduction of aquatic nuisance species from discharges incidental to the normal operation of a vessel and contemplate the relationship between the federal Vessel Incidental Discharge Act of 2018, as amended, and state law. RELATING TO SUSTAINABLE GROUNDWATER YIELDS.

Requires the University of Hawaii, in consultation with the commission on water resource management, to develop a scope of work and cost analysis to complete a flexible groundwater model that proposes methods for determining the needs of traditional and customary Native Hawaiian practices, climate change projections, and groundwater dependent ecosystems. Requires a joint report to be submitted to the legislature by 11/1/2023. Effective 6/30/3000. (HD1)

RELATING TO SEXUAL ABUSE OF MINORS.

Requires the department of land and natural resources to prepare plans and a program to facilitate voluntary relocation of residential development away from areas at risk of sea level rise. Establishes the sea level rise relocation special fund. Allows the exchange of public land for private lands for the transfer of development rights or land exchanges to relocate private development away from high-risk areas. Appropriates funds.
