Provides that a school counselor, domestic violence victim advocate, or other mental health professional licensed by the State may petition for a protective order on a minor's behalf when the minor's parent or guardian is unwilling or unable to submit a petition.

Allows parties aggrieved by an order of the Hawaiʻi Paroling Authority to appeal to the intermediate appellate court within 90 days of issuance and service of the order fixing the minimum term of imprisonment. Establishes the standard of judicial review for an order of the Hawaiʻi Paroling Authority.
Establishes the natural resource management commission and special fund. Repeals the allocation of transient accommodations tax revenues to the special land and development fund. Allocates transient accommodations tax revenues to the natural resource management special fund.
