Requires the State to pay, without delay, military personnel called to active duty at the same rate as their active duty counterparts; provide basic housing allowance; provide service credit for time on active duty; and allow state and county employees to count the time called to active duty in the State toward retirement.

Establishes the Public Education Scholarship Program within the University of Hawaiʻi to provide students who are residents of the State with school tuition in return for a service commitment to teach in a public school classroom of the Department of Education or Hawaiʻi public charter school, under certain conditions. Allows professional and technical staff of the state historic preservation division to be exempt from civil service laws. Effective 6/30/3000. (HD1)

Establish within the Department of Human Services' Child Care Assistance Program, a Child Care Accreditation Program to support licensed or registered child care providers to obtain accreditation from a national early learning accrediting organization. Extends the deadline by which unaccredited service providers of the Preschool Open Doors Program must commence the accreditation process and obtain accreditation. Appropriate funds.
Adds "community health center" to the list of eligible organizations at which those with a community service license may practice. Allows dental hygiene and dental college graduates who have graduated from educational programs recognized by the American Dental Association Commission on Dental Accreditation to apply for temporary or community service licenses. Expands eligibility for a community service license to practice dentistry to those candidates who have passed the Integrated National Board Dental Examination within five years of the date of request. Requires health insurance coverage for various sexual and reproductive health care services.
Establishes a nonrefundable tax credit for commercial property owners that make available parking spaces within the owners' parking lots for use by peer-to-peer car-sharing platforms. Applies to taxable years after 12/31/2022. Effective 7/1/3000. (HD1)
Exempts from the general excise tax, gross receipts received from the sale of hearing aids.
