Increases the monthly needs allowance from $50 to $75. Clarifies that the needs allowance is not intended to replace or affect funds received from the federal supplemental security income program. Requires certain long-term care facility operators to pay for generic toiletries, linens, and meals and snacks. Requires the department of human services to perform an annual review of the needs allowance. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds.
Amends the Supplemental Appropriations Act of 2022 to specify that the appropriation for Hawaiʻi housing finance and development corporation (BED160) is to be deposited into and expended from the affordable homeownership revolving fund for purposes of the revolving fund.
Requires the Hawaiʻi State Energy Office to enter into a publicprivate partnership to develop a waste-to-energy generating facility on land under the jurisdiction of the Department of Land and Natural Resources.
Requires the Auditor to conduct a performance audit of the Department of Land and Natural Resources' State Historic Preservation Division.
Prohibits the sale, offer for sale, display for sale, trade, or distribution of certain animal fur products in the State. Effective 1/1/2024.
Establishes the shipping container inspection program and shipping container inspection program special fund. Increases the maximum fine for each violation of the fireworks law. Requires PSD to submit reports to the legislature on implementation of the shipping container inspection program.
Encourages the employees' retirement system, in evaluating venture capital investments, to consider opportunities in industries that will sustain Hawaiʻi's natural environment or produce economic opportunities for its residents, including renewable energy businesses and businesses that use the investment capital to acquire the infrastructure and services needed to become energy sustainable. If the employees' retirement system board of trustees determines that it is not prudent to invest in any Hawaiʻi venture capital meeting this description, requires the board to report the rationale for the decision in its annual report to the legislature.
