RELATING TO EARLY CHILD CARE.

Requires the Department of Human Services to establish and implement a child care provider subsidy and bonus program to provide subsidies to retain the existing child care workforce in licensed infant and toddler child care centers, group child care centers, and group child care homes and bonuses to registered family child care homes. Requires annual reports to the Legislature. Makes appropriations. Declares that the general fund expenditure ceiling is exceeded. Takes effect 7/1/3000. (SD2)

RELATING TO CRISIS INTERVENTION.

Establishes the Behavioral Health Crisis Center Pilot Program. Authorizes the Department of Health to establish or contract with behavioral health crisis centers in each county. Requires reports to the Legislature. Appropriates funds for the pilot program, including a triage center for medically monitored detoxification and the treatment of substance abuse disorders and mental illnesses. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025. Effective 7/1/2050. (SD2)

RELATING TO ROSE-RINGED PARAKEETS.

Establishes a 1-year pilot program to reduce the population of rose-ringed parakeets on Kauai and Oahu using past research and on-the-ground experience to guide future strategies. Appropriates funds. RELATING TO STATE BOATING FACILITIES.

Establishes a state boating facility lease program within the Department of Land and Natural Resources to lease 1 state small boat harbor for private development, management, maintenance, and operation. Repeals provisions related to the leasing of fast lands and submerged lands of the Ala Wai boat harbor. Appropriates moneys out of the boating special fund. Repeals on 6/30/2044. Effective 7/1/3000. RELATING TO INSURANCE.

For policies, contracts, plans, and agreements issued or renewed after 12/31/2024, requires the insurers, mutual benefit societies, and health maintenance organizations to provide coverage for standard fertility preservation services for persons undergoing medically necessary treatment that may cause iatrogenic infertility. RELATING TO ZONING.
