Establishes a 1-year pilot program to reduce the population of rose-ringed parakeets on Kauai and Oahu using past research and on-the-ground experience to guide future strategies. Appropriates funds. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025. Sunsets 6/30/2025. Effective 7/1/3000. (SD1)
