Authorizes, and appropriates funds for, the issuance of general obligation bonds into and out of the rental housing revolving fund for low-income rental housing projects or units that are allocated low-income housing tax credits and developed for families and individuals who meet certain eligibility requirements. Appropriates funds for the establishment of a permanent full-time equivalent land and access specialist position and a permanent full-time equivalent abstractor position within the Na Ala Hele program for the protection and expansion of public trail access statewide. Makes an appropriation to the Department of Land and Natural Resources' operating funds for trail management and maintenance. (SD1)
Prohibits as an unfair and deceptive practice the advertisement of a good or service in the absence of licenses or permits for the good or service, to the extent the licenses or permits are required by applicable state and county laws. Effective 1/1/2050. (HD1)
Specifies that the limited exemption under Act 65, SLH 2013, to the electrician licensing requirements for individuals working with high voltage (600 volts or higher) is further limited to only electric transmission and distribution line construction and maintenance and substation work. Extends until 2028 the sunset date of Act 65, SLH 2013, and associated reporting requirements of the exemption under Act 60, SLH 2018. Effective 1/1/2050. (HD1)
Allows the Hawaii housing finance and development corporation greater flexibility to use the funds in the rental housing revolving fund for necessary expenses in administering the corporation's housing finance programs. Effective 7/1/2050. (HD1)
Specifies that certain violations of the Fireworks Control Law shall be considered a violation of noise control rules under the Hawaii noise pollution laws, punishable by civil penalties and subject to citations under those respective laws. Appropriates funds to establish one full-time equivalent position for an inspector in the department of health. Appropriates funds for the department of health to enter into a contract with a security company to assist the inspector. Effective 1/1/2050. (HD1)
