Beginning 1/1/2022, prohibits the issuance of building permits for new building construction unless the applicant provides sufficient proof that the building will be able to withstand category four hurricanes. Beginning 1/1/2022, requires building permits to be obtained for work performed for state government agencies on all new public buildings, and requires new public buildings to be designed to withstand category five hurricanes. Proposes a constitutional amendment that guarantees individuals the right to a clean and healthy environment, including pure water, clean air, healthy ecosystems, and a stable climate, and to the preservation of the natural, cultural, scenic and healthful qualities of the environment. Clarifies that the rights guaranteed may not be diminished by Article XI, Section 9, of the State Constitution. Effective 7/1/2050. (HD1)
Clarifies that when trespass involves public land, all law enforcement officers shall enforce trespass laws, without regard to whether the land is owned by the State or by a county.

Amends the environmental response, energy, and food security tax (barrel tax) to tax various fossil fuels at a rate equivalent to $40 per metric ton of carbon dioxide emissions in 2022. Incrementally increases the barrel tax rate to be equivalent to a carbon price of $80 per metric ton of carbon emissions in 2030. Amends the distribution of barrel tax revenues. Renames the barrel tax as the environmental response, energy, carbon emissions, and food security tax. Effective 1/1/2022.
Requires employers with five or more employees to provide meal and rest breaks under certain conditions. Requires employers to provide a minimum amount of paid sick leave to employees to be used to care for themselves or a family member who is ill or needs medical care.
Amends Act 151, SLH 2019, to make identifying lands for producing food crops that may be grown locally using conventional, sustainable, and regenerative practices to replace imports one of the goals of the Department of Agriculture's strategic plan for increased food production. Requires a public investment fund to develop, publish, and implement socially responsible investment policies applicable to the management of all public funds under the public investment fund's control and submit an annual report to the legislature on disclosing its investments in accord with environmental, social, and governance investing and socially responsible investment policies.
Authorizes the department of land and natural resources to establish and operate conservation mitigation banks to restore, create, enhance, or preserve conservation habitats or resources as compensatory mitigation. Clarifies the sale of credits involved in conservation mitigation banking. Defines "conservation mitigation bank". Authorizes the department to contract a third-party administrator for the operation of the mitigation banks. Effective 1/1/2050. (HD1)
Increases the minimum wage annually starting 1/1/2022. Beginning on September 30, 2026, and each year thereafter, requires the department of labor and industrial relations to calculate an adjusted minimum wage rate to the nearest five cents using the Honolulu region consumer price index for all urban consumers, subject to certain conditions. Repeals the tip credit.
