RELATING TO EQUAL PAY.

Conforms statutory prohibitions against wage discrimination with other prohibitions on employment discrimination. Clarifies allowable justifications for compensation differentials and remedies for pay disparity. Requires employers to disclose wage ranges to employees and prospective employees. Exempts wage disclosure and discussion from the prohibitions on employer retaliation or discrimination if knowledge of the wages stems from human resources, payroll, or legal professional responsibilities in the workplace.

RELATING TO HEALTH.

Adds specific requirements for sexuality health education programs funded by the State. Requires the Board of Education and Department of Education to collaborate to provide curricula information to the public. Requires students to be excused from the provided instruction upon the written request of the student's parent or legal guardian.

RELATING TO COMMERCIAL ACTIVITIES ON BEACHES.

Prohibits any person from presetting commercial beach equipment on any public beach under the jurisdiction of the department of land and natural resources, unless the customer is physically present. Requires commercial vendors to expeditiously remove commercial beach equipment after the customer has finished using it. Allows the department of land and natural resources to grant exemptions through rules adopted pursuant to chapter 91, Hawaii Revised Statutes. Establishes administrative fines for violations. Pertains only to public beaches and does not include private lands, including accreted lands.

RELATING TO THE ENVIRONMENTAL IMPACTS OF AIR TRAVEL.

Establishes the mitigation of the climate effects of commercial air transportation task force to identify, analyze, and make recommendations to mitigate the carbon load of, contributions to global warming made by, and effects on the climate caused by commercial air travel to the State.

RELATING TO PROTECTING AGENCY POSITIONS FROM ELIMINATION REQUIREMENT.

Prohibits the elimination of funding for vacant positions in the department of human services and department of health for five years, or until the director of human services or director of health, as applicable, requests that the positions be eliminated, whichever occurs first.

RELATING TO NURSES.

Requires state participation in the multistate Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multistate licensure privilege in each party state.

RELATING TO DOMESTIC VIOLENCE.

Requires law enforcement agencies to adopt and implement a written policy on domestic violence committed or allegedly committed by a law enforcement officer. Establishes standards, training deadlines, administrative procedures, and reporting requirements.

RELATING TO INCREASED INTERAGENCY COORDINATION AND COLLABORATION BETWEEN COUNTY LAW ENFORCEMENT AGENCIES AND SOCIAL SERVICE PROVIDERS.

Requires county police departments to provide training, in collaboration with the Department of Health and University of Hawaii, to officers having contact with individuals experiencing homelessness, behavioral health issues including substance use, or mental health issues. Appropriates funds for coordinated and collaborative activities including training, referrals to service providers, and technical assistance. Requires reports to the Legislature.

RELATING TO THE SEEKING OF ASSISTANCE.

Provides protections to individuals involved in the sex trade from the consequences under criminal law of disclosing their engagement or being identified as engaging in prostitution while in the course of seeking medical or law enforcement assistance.
