Explicitly provides that a patient has a right to choose to obtain an abortion, or terminate a pregnancy if the termination is necessary to protect the patient's life or health. Repeals criminal penalties for violations of certain abortion provisions. Clarifies which health care providers may provide abortion care.
Establishes an additional minimum supplemental nutrition assistance program (SNAP) benefit of $250 per month per person for SNAP-eligible households whose income is below two hundred per cent of the federal poverty level, as established by the United States Department of Agriculture. Requires that SNAP-eligible households whose monthly income exceeds two hundred per cent of the federal poverty level receive a graduated decline of additional SNAP benefits. Requires state general funds to be used to supplement the cost of the additional benefits. Appropriates funds. Effective 7/30/3000. (HD1)
Amends the income tax credit for expenses for household and dependent care services necessary for gainful employment by increasing the taxpayer's applicable percentage of employment-related expenses and dollar limit on amounts creditable that constitute the tax credit. Requires the department of taxation to make annual adjustments for inflation to the adjusted gross income thresholds and dollar limits on amounts creditable. Applies to taxable years beginning after 12/31/22.
Requires the University of Hawaiʻi sea grant college program to contract with an independent consultant for the development of a statewide strategic five-year plan for aquaculture. Appropriates funds. Effective 7/1/3000. (HD1)
Establishes the state YouthBuild program to assist nonprofit and public entities in applying and qualifying for federal YouthBuild program grants. Authorizes the department of labor and industrial relations to award grants to eligible nonprofit or public entities to meet the matching funds requirement for federal YouthBuild grant awards. Allows the Director of Transportation to exempt certain ground transportation facility projects from historic preservation review, the environmental impact statement law, and the Hawaiʻi public procurement code under certain conditions.
Requires the department of health to establish a two-year pilot project to test Tier 1 beaches for Staphylococcus aureus and methicillin-resistant Staphylococcus aureus not less than monthly. Requires a report to the legislature before the regular sessions of 2024, 2025, and 2026. Appropriates funds.
Clarifies that in calculating whether a product labeled "Made in Hawaiʻi" has met the requirement that at least fifty-one per cent of the wholesale value of the product is added by manufacture, processing, or production within the State, operating and overhead expenses incurred and spent within the State shall be included. Appropriates funds to promote and develop the "Made in Hawaiʻi" brand.
Establishes the Hookaulike: A Criminal Legal System Institute for Restoration and Healing, at the University of Hawaiʻi William S. Richardson school of law. Appropriates funds. Effective 7/1/3000. (HD1)
