RELATING TO EQUAL PAY.

Conforms statutory prohibitions against wage discrimination with other prohibitions on employment discrimination. Clarifies allowable justifications for compensation differentials and remedies for pay disparity. Requires employers to disclose wage ranges to employees and prospective employees. Exempts wage disclosure and discussion from the prohibitions on employer retaliation or discrimination if knowledge of the wages stems from human resources, payroll, or legal professional responsibilities in the workplace.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Provides police officers who become members of the ERS after 6/30/2023 with retirement benefits similar to those provided for members of the ERS who became members before 7/1/2012, including but not limited to calculation of retirement allowance, minimum age or years of credited service requirements, and vesting period. Allows retired police officers hired after 6/30/01 to be treated as if employment began before 7/1/01 in order to maintain spousal health benefits.

RELATING TO SOCIAL WORK.

Requires the department of public safety, or its successor agency, in collaboration with the department of human services, to develop and establish a social work training program to assist nonviolent incarcerated individuals in the area of social work. Requires progress reports on the program to the legislature. Appropriates funds. Effective 6/30/3000. (HD2)

RELATING TO PAID SICK LEAVE.

RELATING TO ADVANCED PRACTICE REGISTERED NURSES.

Authorizes advanced practice registered nurses to certify whether a person is totally disabled under the income tax code. Adds advanced practice registered nurses as primary providers in advance mental health care directives. Authorizes advanced practice registered nurses to make capacity determinations for purposes of advance mental health care directives. Effective 6/30/3000. (HD1)

RELATING TO EARLY LEARNING OPPORTUNITIES.

Requires the Department of Human Services to establish a Child Care Accreditation Program to assist licensed and registered child care providers in obtaining accreditation. Authorizes the use of the Child Care Grant Program Special Fund for Child Care Accreditation Program grants. Makes the accreditation requirement for service providers receiving funds from the Preschool Open Doors Program voluntary. Appropriates funds for the Child Care Accreditation Program, including funding for the establishment of one full-time equivalent (1.0 FTE) position. Appropriates funds into and out of the Child Care Grant Program Special Fund for the Child Care Accreditation Program. Effective 6/30/2050. (SD1)

RELATING TO THE STATE ARCHIVES.

Expands the uses for the state archives preservation and long-term access special fund from the preservation of and long-term access to government records only, to include photographic, phonographic, and audio-video records and collections that have a unique historical value or are related to Hawaiʻi's diverse ethnic and indigenous cultures. Establishes additional funding sources for, and authorizes additional expenditures of moneys from, the state archives preservation and long-term access special fund. Appropriates moneys.
