Requires execution of an informed consent agreement between a patient and prescriber of opioids in circumstances that carry a high risk of dependency. Limits initial opioid prescription to a seven-day supply except for treatment of substance abuse or dependency, cancer, or palliative or hospice care. (HB667 HD1)

Requires DOH, in collaboration with DHS and DHRD, to develop a single, unified action plan to reduce the incidence of diabetes in the State and report to the legislature biennially on plan revisions, recommendations for legislative action, and updated information on areas of need, costs, and resources required for continued implementation of the plan.
Authorizes persons 21 years of age or older to consume or possess limited amounts of marijuana for personal use. Provides for and requires the licensing of marijuana cultivation facilities, product manufacturing facilities, safety testing facilities, and retail stores. Subjects marijuana establishments to excise taxes and income taxes.
