RELATING TO LAND USE.

Upon approval by county land use decision-making authority, and with concurrence from Land Use Commission, requires boundary amendments reflected in certain plans to be adopted in accordance with such approved plans. Increases housing inventory by prioritizing funding for public infrastructure in areas of planned growth.

RELATING TO HOUSING.

Requires use of an unspecified percentage of funds in the Mental Health and Substance Abuse Special Fund to provide housing for residents who qualify for Social Security disability benefits and are diagnosed with a life-long serious mental illness. (HB874 HD1)

RELATING TO HOMELESSNESS.

Authorizes any continuum of care to offer a stipend to volunteers assisting in the point-in-time count conducted annually to determine the number of homeless individuals in the State, as a condition of receiving federal homeless assistance from the United States Department of Housing and Urban Development. RELATING TO TAXATION.

Amends the cesspool upgrade, conversion, or connection income tax credit by: (1) deleting the residential large capacity cesspool certification pilot program; and (2) expanding the definition of "qualified cesspool" to include cesspools that are certified for connection to an existing sewer system.
