RELATING TO COMMERCIAL OCEAN RECREATION.

Requires the Department of Land and Natural Resources to adopt rules pursuant to Chapter 91, HRS, to require certain safety measures for commercial ocean operators that take customers into state waters for activities such as snorkeling, scuba diving, kayaking, and surfing lessons. (HB1151 HD1)

RELATING TO TOURISM.

Allocates transient accommodations tax revenues to the Hawaii Tourism Authority to counties with a population less than 500,000 in providing bus routes that service popular tourist destinations and the airport.

RELATING TO PRESCHOOLS.

Makes housekeeping amendments to remove preschools from the Superintendent's scope of authority and to clarify that the Executive Office on Early Learning Director may authorize preschool personnel access to a student's immunization registry information. Requires the DOE to administer special education and Title I funded programs at the prekindergarten level. (SD1)

RELATING TO HIGHWAY BEAUTIFICATION.

Makes the motor vehicle registration fee for U-drive motor vehicles consistent with the fee for all other motor vehicles. Makes any county ordinance that increases a motor vehicle registration fee applicable to U-drive vehicles. (HB2177 HD1)

RELATING TO ENERGY EFFICIENCY.

Limits liability for persons maintaining or repairing cemetery grounds. Requires the director of commerce and consumer affairs, in consultation with the comptroller, to develop strategies for repair and maintenance of Sunset Memorial Park in Pearl City, Oahu.
